If you want to ride it, I’d give it a full overhaul, top to bottom. If you want to sell it, clean it up and sell it as is. I’m not sure which model it is from this photo, but it should be worth at least $500.

I’d say three options.
1. As others have mentioned, clean it up a bit and offer it for sale. Ask 700, be happy with 4 or 5. 2. Keep it as wall art in his honor. 3. Get some new clincher wheels and start to ride it. Unless you’re very committed, maintaining a bike with tubular/sew-up/glue-on tires in this day and age is an expensive challenge.

Looks like those wheels take tubular tires. If you want to keep the bike, you’d probably want to get a set of wheels that take clincher tires – or have those rebuilt with clincher rims.

The wheels might be tubulars, so if you wanted to get into riding then you would need to replace them. Then a regrease service, new cables, brake pads etc.
Since it’s a nice old bike with sentimental value, might be a better idea to use another bike and just restore this one and keep it stored well

2. Clean it up nicely, lube up moving parts and replace the chain, wrap up the grips and check out the brakes. Otherwise it looks beautiful besides basic restoration.

Can’t say I’ve met many people who used to have a steel road bike, who was glad they sold it.
There’s a vendor on eBay, bike-service, who has lots of Italian goodies. Among other things he tends to have nos rims in stock
That saddle is cool, they still make em if you need to replace it. Decently comfortable
