You could potentially be trying to put a 700c tire on an older standard 27inch wheel. Bead diameter is 622 for 700c and 630 for 27inch. Sizing should be embossed somewhere on the tire, is worth double checking

If you don’t know it already, do a technique called space creation which is to squeeze the tire all around to reduce pressure where the bead isn’t seated. You could also use a tire lever to gradually slip the remaining bead over, but do that only a little bit at a time otherwise you’ll break the lever. A bit of massaging helps out.
Edit: this is assuming the tire and rim are compatible.

If you’ve tried positioning the rest of the tire in the center channel and it doesn’t work. Tire lever would do the trick.

Just 5mm at a time. Doesn’t look too difficult.

Kevlar beads are always tight.Can never get on by hand. Steel beads are easier to get on.

two levers, a little bit of leverage from 1/3 way in on each side, let it relax/settle as you push it forward. It doesn’t look like a lost cause, but wire beads are tough
