No. You need to loosen the stem bolts and then set the preload with the top cap, then retighten the stem bolts.

Do you think it’s ok? You need to losses your stem bolts and headset cap bolt and then tighten them up in reverse order. Aim for 1nm on the top cap, but back it off If the steering is “stiff” at 1nm. Then tighten stem bolts onto thr steerer to about 6-8nm (6 for carbon fork steerer, 7-8 for steel/Al
