Does anyone know how to get the rear wheel off my bike? I’ve had the worst time even looking up the name of system to get this tire off

Looks like a band brake. I would remove the bolt on the silver band at the front end, then the wheel should come out. There may be a simple way to remove the cable actuation system without having to change anything.
