I did ask my LBS before I ordered them if 25mm would fit and got a oh yeah definitely so…
That’s a no go. Good Chance you are running a a conventional quick release, but even with a thru axle, you could be getting some wheel flex if you are giving it say up a hill out of the saddle. Wouldn’t be enough clearance in my opinion. 25mm tires looks like it’s also going to be tight. Would return at this point and hopefully get money back.
