I have successfully done three 1×11 drive train conversions.
On Monday, I was trying my fourth and but when I put the cassette on, the last two rings had no cassette to rest on. I know it was a nine speed hub for a 3×9 26” Iron Horse Azure, but two of my previous conversions, one was a 29”Kent Trouvaille that had the 1×9 speed Microshift cassette and back and the other was a 27.5”HARO Double Peak was a 2 x 8 drive train, the third was an unidentified 27.5 wheel bought second hand for a 26”Fuji upgrade?
What the 26” wheel a factor?

A 35mm freehub is pretty standard and should take most 11 speed MTB cassettes and a few road ones
Some cassettes have the 2 biggest cogs “floating” ie, they sit basically above the flange where the spokes are set through
Assume you know that you can’t use anything smaller than a 34t cog on the cassette? If that isn’t the issue check for a burr on the freehub, some softer ones can develop that. Otherwise, it should just work unless someone kept the 11t off and used a 12t lockring on an old 7sp wheel.
If there’s not enough space, you can carefully file a little bit more space to freehub body. Just file those notches.
Which 11s cassette were you trying to install?
Seem You found an older 8/9/10 freehub.
You’re missing like 1.6mm
I would check that there isn’t something blocking it going on all the way. Could be on the cassette or freehub body.
Then I might also measure the cassette total width just to make sure that is in normal tolerance.
