Even when I take out all of the washers, the bolt doesn’t make it to the other side of the fork. The back of the box also wasn’t very helpful.

You may just need a longer recessed nut. Many brakes come with them in multiple lengths.
It’s ok for the bolt to not extend past the other side. The bolt is only going to go part of the way through. The nut is meant to extend into the fork and meet the bolt the rest of the way.
Now, if what you are saying is that the nut and bolt do not meet, then you will need either a longer bolt, nut or both. That looks like a pretty long brake nut already, so I’d get a longer bolt since that is easier to find even at a hardware store.
Is the hole through your fork the same size on both sides? Your fork might not be drilled for a recessed nut on the back. It’s pretty easy to drill it out to the right size if that’s the case.
Assuming the nut end (in your left hand) doesnt go inside the hole, but rather is too big in diameter, then it won’t work as is. Some caliper brakes, for instance, have a longer threaded section and an external nut.
One option is reaming/drilling out that back hole to the same diameter as the outside of the nut. The flange in the back of the nut will keep it from going all the way through. Not ideal, voids warranties, etc, but it is *a* solution.
Does that long nut fit into the hole at the back of the fork? That style of mounting is called a recessed brake nut, and the idea is that the hole in the back of the fork is larger than the front with a recess so the top of the nut sits flush with the hole, and engages the bolt deep inside. But a cantilever fork was probably never intended to take a recessed brake mount, so it probably has the same sized hole on both sides.
If this is the problem, then the solution is either drill out the rear hole so that the nut slides in up to the shoulder, or find a different version of the cable hanger with a longer bolt and a regular nut.
Note: it’s pretty surprising to me that they even sell this hanger with a recessed nut, as the only kind of fork you’d use it on is one made for cantilever brakes, which wouldn’t normally have the correct recess. It’s also weird that it has instructions on the back about hydraulic brakes, which wouldn’t need a cable hanger. I was wondering if it was a counterfeit part, but there are reviews on reputable websites which also mention the recessed nut as an issue, so perhaps it’s just bad design.
You could simply buy a longer bolt that goes all the way through the fork crown and use a regular locknut.
Have also seen using a shorter bolt and a regular locknut inserted from the bottom of the open steerer tube.
had the same issue with that tektro one, took it back to my LBS and got the origin8 one, fit just fine, smaller bolt and nut.
Try not to use Amazon. That’s fake Tektro, and Tektro isn’t even high end. The packaging is for cantilever brakes, hydraulic hose cutter/prep tools, disc brake adapters, and disc brake pads.

The nut goes inside, it reaches into the fork. Or am I not understanding the issue?
edit I see the hole isn’t big enough, drill baby drill.
