It either needs to be a blanket rule for all two wheel bikes or not. These rules make no sense only for e-bikes. The same injuries and accidents can happen on regular bikes. Ultimately this is dumb in a context where using a bike is essential.
Such nonsense news. Everything you describe has and is happening with regular bikes that aren't ebikes. Who cares if human or motor turns the bike wheels, nothing is different if both are doing the same things. So you want to tell these people that there will be a law to prevent them riding ebikes so they can steal Hyundai Kia that 5 year olds can steal. Maybe take parents car key at age 12 and go have fun. Or would you rather they ride ebikes?
