My new (and first!) bike came equipped with this fender and back rack combo, but I’m not sure how to mount either a basket or bag to the rack (the fender comes up, through the rack). Is this actually a rack, or just a stabilizer for the fender? In either case, does anyone have any recommendations for back-mounted storage?

What bike is that? A velcro trunk bag like https://www.amazon.com/Bushwhacker%C2%AE-Mesa-Trunk-Bag-Black/dp/B003Z9XHAS/ should work but for a basket you would need a different rack.
