This is not happening by chance, dear English people. The so-called 'authorities' could easily train the police properly, but they choose not to for the purpose of intimidation! They want the public afraid not of the police, but of undisciplined police abuse such as that shown in this video, so that the public will learn to censor themselves to avoid it.
Any politician who allows this sort of police behaviour is dead set on controlling the public, shutting their mouth, and holds them in a contempt verging on hatred.
