Wow, really difficult. Of course Gipiemme is Italian, but they made parts for so many bikes in europe and around the world that it can be French or English or whatever, you can always ask the guy from Vintage bike factory, but it’s still a long shot (I would say Italian, maybe a Stella or something in this range)
