I have a 2021 Rocky Reaper 24” in need of new tires. The current tires are VeeTire Crown GRM 24×2.25, mounted onto WTB SX17 rims.

1) Will this go tubeless?
2) LBS don’t carry those tires. Will the rims support 24 x 2.4” ?…for which there appear to be more options.

Not tubeless, but you can MacGyver them at your own risk. Probably not worth the effort IMO

IDK about 2.4. You should look up your fork and see if the manufacturer lists max tire width.
