Taiwan routes near Wuling pass question?

We are planning a bicycle tour in mid-November of 2023. Going from Wuling farm camp ground to 翠峰農場 卡爾小鎮天文教育園區 using this route: https://ridewithgps.com/routes/43659364

I prefer routes with less car traffic, even if that means more climbing.

Does anyone have experience taking this route? Is this route open to bicycles? Any recommendations?
