If you’re repainting over an already painted bike idk if you would need primer just sand a bit to rough up the surface then repaint.

Have a check into the excellent Montana graffiti paints, that’s the hardcore and 94 range, fantastic coverage, smooth less runs, and their paint has lacquer in it so you don’t need a clear coat really. Best results is a raw frame but like anything the time you put in redeems itself overall, so paint stripper possibly and if you’re going that route it’s a messier affair and gloves and goggles are needed.
