Your axle is toast.
You need a new axle
That extra ring is a built in washer, or a separate washer hard to tell.
Even if you got that nut off, you’d never get it back on, your axle is fucked … the whole exposed section of the thread is completely stripped. It’s either been cross threaded before, damaged from being exposed or it was damaged or dirty and then you’ve undone the nut without cleaning the thread and made it worse.
At this point I’d just cut the Axle and replace it
