This is exactly why the U.S. has protections in their constitution for searches. When you make up a law that makes it easier for police to go around searching people they will use it however they want. You can have the best of intentions when writing the law the police will exploit it.
Walking away does not give them grounds to do a search. You are not required to interact with them; even if they start off trying to do a stop/account you don’t have to stop and talk to them. You are well within your rights to just walk away.
