What is this hole for, and do I leave it open?

See the cable tie? It’s for securing the internally routed cables so they don’t rattle.

I personally would put a piece of rubber tape over it to keep water out, then mount a water bottle over it. You’ll need to access this for maintenance, but not routinely.
