The guy took some poor pictures of the side view so this is the best one I have, chain looks pretty rusted and he said that there needs to be an adjustment to the gear mechanism, think it’s a good deal?

I’d stay away. Anyone who neglects their chain like that has not maintained that bike at all and most likely stored it outside.
