Noticed chain slipping a little and making some noise so cleaning it but noticed these screws looking kinda wonky. Is this normal or did the associate at Target who built my bicycle get frustrated lol

AI sometimes makes that same mistake.
The screw on the right is cross-threaded. That may not be the source of your problem but it is a death sentence for that derailleur.
