Possibly. How long it will last is another question, especially if there’s actual damage. Check the rim for any cracks and if there are, toss it. You can probably push the dishing back by hand, then retrue.
It won’t last that long though. And it will go out of true a lot easier.

Grab two 2×4 boards and place the wheel between them. Place all of this in a vice and bend the wheel back into shape. I have done this many times when I worked at a bike shop.
True the wheel in a stand afterwards but it won’t be perfect but rideable.
If this a steel rim it will be easier than a aluminum rim.

I am by no means an expert, however I had this happen to one of my wheels and had it repaired only for it to break again on my next ride. If it were me I’d just save money and time and get a new wheel.

I’ve seen worse. I wouldn’t half ass the repair though. You need to take all the spokes off, bend it back to approximately true, then put it all back together and true it. Of course, you might want to upgrade instead while you have it all apart, especially if this was a performance issue. Maybe you want a wider rim to support a wider tire and the extra weight in the back.

Remove the wheel. Pump it up, hold the wheel in both hands and with the bottom of the bend pointing down and away from you, WHACK it against the ground. Then have a bike shop true it up. The rim has been bent from a twist, it can be bent back. It may not ever get perfectly straight but youd be surprised what can be salvaged.
