I can pull the "leaver" out a bit and rotate it, but rotating it doesn't seem to do anything (clockwise or counterclockwise). Is there something I'm missing or am I an idiot.

Pulling out to rotate the lever … rotates the lever.
Don’t pull it out if you want to unscrew the actual axle.
Rotate it counterclockwise without pulling the lever out. That should do it.
