Theres 2 helmets that i like, but one says its dual certifed and one that have not.The insides looks just the same.The price is almost the same but the second helmet is a bit expensive like 2-3 dollars.

Likely both are cpsc certified which is the consumer product safety commission they certify all helmets to be sold as bike helmets in the US and meet a certain set of standards to do so. The extra cert is likely astm which is an additional international certification.
