1st pic is the problem area, I'm not sure what's up with it, it seems that the tire doesn't sit on the wheel correctly
2nd pic is how it should look like
3rd pic is just the whole wheel
I got this bike for free, it's my first bike, so I have no clue what I'm looking at

Looks like the bead has rusted/rotten away.
Good enough to ride to the shop to get a new tyre
Yeah it looks like the bead of the tire is about to blow off. I would deflate, pull the bead off it’s seat all the way around, then reinflate to an appropriate tire pressure. Use an online bicycle tire pressure calculator to determine the appropriate pressure, not the max inflation pressure on the side of the tire.
If it’s still like that, get a new tire.
