  1. Normal. They are steel stanchions that have a black coating. What you’re seeing is just fingerprints and oil from the fork on the stanchions. All forks with black coated steel stanchions will look like that.

  2. Looks like it was (factory) cleaned/degreased and then someone touched it with oily fingers.
    In use, the stanchions are evenly oily.
    If you want to be on the safe side, tell them to compress the fork and make a new picture.
