Scratch the paint away then check again.
I’d personally go with gel coat/paint damage. As it’s part of the frame that does flex, and depending on the frame, some have metal surfaces bonded into the carbon here. Which will flex differently and cause paint cracks.
Other areas you’ll see this is around the rear thru axle and mech hanger, as well as front fork thru axle fixings.
