I took out my inner tube to patch a puncture, now after I inflate it again I get this bulge at a random spot. Before putting back on the outer tire
properly and inflating, the inner tube seems to be very smoothly/evenly distributed in a very slightly inflated state. So Iām not sure what the issue is. Something wrong with the outer tire? Would greatly appreciate any advice, thanks š

You need a new tire.

The tire ripped where it touches the rim. There’s no fixing it.
forget about the inner tube, it’s the least of your problems if the tire is broken.
Looks like your tire ripped of the beading ring, sadly there’s no fix for this but to buy a new tire
