Your bike likely came with a plastic bracket that can be mounted there as an attachment point for a rear fender.
If you bought the bike second hand the owner probably didn’t pass it along. My CAADX has the same bolts. There’s also another one at the bottom of the seat tube.

They are at the location where rim brakes would typically go. It may be that the same frame is used for disc and rim brakes

This is for an adaptor for a rear mudguard upper mounting point.
Frame lock, I have the same eyelets on my bike and installed one.
They are mounting points for mud guards or pannier racks.
