I was given these old panniers and I think there pretty cool but I can’t figure out what I’m supposed to do with this buckle/loop thing. Right now I put the loop around the hook at the bottom of the rear rack and then I clip the buckle on front which holds tension on the loop/hook. Is that right? Thanks in advance.
