it’s steel, you’re more than fine
I’d sort of kind of probably trust that because it’s steel but I would worry about not being able to inspect it regularly in case it starts to crack.
And I like steel.
Id smooth it out a bit with sandpaper and paint it to prevent corrosion but if that’s steel it’s fine to ride imo.

I would ride it. Steel steerer tube is pretty sturdy there.
To echo literally everyone else here – given that’s steel it’s fine.
The threads at the top are cut deeper than these gouges. You’ll be fine.
