I’d venture it’s a precursor to the “lawyer lips”, the ridge at the bottom of fork dropouts. Prevents the wheel from going anywhere if you are not intelligent enough to bolt it solidly in place.
Edit: quick verification, indeed it’s a variant of “lawyer lips”, sometimes known as “Schwinn clips” because Schwinn used them.
It’s a protection against stupidity. I would think people stupid enough to ride a bike without tightening the front wheel are creative enough to find other ways to hurt themselves.
Wheel retention. They take various forms. People can be too clueless to properly secure the front wheel. If it accidentally comes loose, it’s generally a violent crash.
