My mom used to be a bike mechanic: yada yada life and illness and now I’m her caretaker and we try to work on bikes together but I’m in over my head.
Today we put on derailleur (due to the one on the bike being bent) and it shifts up fine but cannot seem to hit the two small cogs. I’ve worked the limit screw (it’s almost all the way out..) and tightened the barrel adjuster.
Any thoughts?

You must either have too much tension on the cable at the derailleur, or too much friction in the cables. Or… is that a used derailleur? … possibly a weak return spring. Or, maybe the frame dropout got bent when the derailleur got bent.
Start fresh. Make sure the shifter is in the position for the smallest gear, barrel adjusters screwed inward, and attach the cable so that it has no tension. You may need to review derailleur installation or adjustment videos from Park Tool or RJ the Bike Guy, on Youtube.
There are two limit screws. Is the other one backed out too?

Start by loosening the “H” limit screw so the chain is on the smallest sprocket. Then set the derailleur cage body ( where it says Honor) parallel to the chainstay by tightening or loosening the screw where the derailleur body attaches to the claw mount. Then attach the cable, shift to the largest sprocket and tighten or loosen the “L” limit screw to align the derraileur with the top sprocket.

Make sure your shifter is in the first gear when you attach the cable to the derailleur.
I use to make that mistake all the time.
