As the other person said. Need to remove crown race. Unlees you have a crown race remover, take it straight to a shop. Youll never get it off at home.

Are you saying you tried putting cartridge bearings into a headset that was originally cup-and-cone? That’s not going to work, as you’ve discovered. You can go sealed bearings if you want, but you have to buy an entirely new headset.
What’s the reason you didn’t just clean and repack the old bearings and reinstall?
