I believe it’s a 6mm Allen wrench
You need this tool [Freehub cone adjustment tool](https://www.ebay.com/itm/403841135482) but be warned, there are tiny balls that will go everywhere and there are super thin shims under the cone / locknut that are needed for bearing preload.
Have you tried oiling it first? Good ole’ Phil’s tenacious oil is wonderful.
Edit: Sorry, misread it. The 10mm allen should do it, you may have to sacrifice one by giving it some persuasion.
It is an allen/hex wrench and could be 12, 14, or 15mm.
Big Allen key.
But a new free hub, it’s just easier.
Sometimes you need to approach it from the nondrive side w a very big allen wrench, like in this video:

Looks like there could just be gunk in the socket where an Allen wrench would fit. Sometimes the wrench is a very tight fit. Give it a clean first and then fiddle around with the wrench some more. Looks like a 10mm to me

It looks like the tool flats failed to be machined correctly. Is there anything wrong with the freehub right now?
Don’t F with it. Just flush it out until the effluents clean.
What model hub? That almost looks like the goofy Dura Ace specific spline
