looking for a friendly rider ideal for cruising around a paved, hilly, traffic-y city type of ride!

Well, to be frank, as charming as this is, it is a very low end bike. That’s not to say it’s junk or not functional, but it’s very heavy and very basic. The upside is it looks well taken care of, or maybe even barely used.
Is it worth $75? Probably. Could you get a better bike at that price? Also probably. But you could definitely get a better bike for like $125.
For the kind of riding you want to do, I would consider spending a little bit more and looking for a nice road bike from the late 70’s to mid 80’s. I’d look for something with a higher quality frame tubing like Reynolds or Ishiwata. I’m not saying you need a high end racing bike, just something mid-quality that will be a little bit lighter and more nimble than this one.
If you let me know where you are located, I could take a look at the local Craigslist for you and make some suggestions.

Don’t do that to yourself. Look for something from the 90’s at least, that’ll cost not a lot more, but will be a much better ride and compatible with parts you can still buy.

Bike probably is heavy with poor gearing range relative to similarly priced bikes from the late 80s or 90s. I’d keep looking if I didn’t have an urgent need for transportation. If you do, try not to pay $75. In my market, this bike ain’t goin’ nowhere. Do you have a local co-op?

Nahh this ain’t it. You’ll really, really appreciate spending the extra 50 bucks for something nicer. I’ll echo the advice to go with a 90s road bike, if that’s the style you enjoy.

C. Itoh was a brand sold by Bridgestone. Or that’s what I read on the internet.
What was the bike that was stolen? If it was a better bike, even if low end entry level, you may be disappointed in this. Or maybe this is a better bike.
Ask yourself some questions: Is this bike intended to replace the stolen bike permanently or is it a temporary solution? Do you have anyone you know who knows bikes that could help you find a suitable replacement?

If it was on the side if the road for free I probably wouldn’t wanna deal with it.
