It’s a handlebar bag. It goes on your handlebars to carry little things. Your beach towel must be very small.
Brooks saddle bag
Saddle bag. Attaches to the back of a saddle. My brooks saddle has two loops for those straps to go through.

I don’t think it’s a saddle bag or a handlebar bag – it’s missing extra straps and access areas to be either of those, plus hollow
