Have you put a lot of miles on that chain? Wear on the chain will cause it to stretch over time. Try lubing it first to see if it helps, since maybe the links are just tight, otherwise time for a new chain.
You can also replace derailleur pulleys, yours look pretty worn. Just make sure to get OEM Shimano for the right number of speeds.

It looks to me that you have new wheels on your derailleur. The problem looks to be that you have 11 tooth wheels on your derailleur instead of what you should have. I think your derailleur might need 10 tooth wheels and you put 11 tooth wheels on it instead. The chain seems to be rubbing against the part of the derailleur cage that you can see.

Does this happen when pedaling forward, or only in reverse. Jockey wheel looks a bit worn, but generally stuff does not work as intended when backpedaling. In normal operation the chain would come straight from the top pulley, making this most likely a non issue.

Chain is stretched. Get a new chain and a chain checker to keep an eye on stretch.
