Got something new going on, basically when I'm riding bowls or any speed, I get an odd sensation or almost fighting the bike. I'll turn and almost feel it want to go another way. Hard to explain without feel but hope you get the gist.
I haven't taken it apart, but have a video, the headset is definitely moving. This hasn't been a problem but thought it was wheels at first, they are a little untrue as well. I tried tightening down the headset but didn't really help.

Take it appart. Maybe a bearing is broken. if not just re-grease and put everything back together.
