I’ve been learning how to adjust the cones in the rear wheel to fix some wobble around the axle and have two questions after taking off the freewheel today:

Do the bearings go in the little gap pointed to by the purple arrow or on the top shelf?

More importantly, is the metal of the hub corroding/destroyed? It seems like the metal is cracked and broken but I just want to make sure this isn’t some solidified buildup. Can grease/grime solidify like this? Is this fixable if it’s the metal? Do I need a whole new wheel?

It seems like the cones wouldn’t be able to make contact if the ball bearings went in the inner shelf section…

Where you see the wear is where balls are moving (the wear is from balls moving, duh). Judging by the second photo this thing is done, there is some obvious damage, pits and relief. The thing must be smooth and shiny.
How did it even get that bad? My old hybrid of 20 years and never serviced is still in better condition than that
