The GT looks like an XCR series from 1999-2000, probably an XCR-2000. If it’s in good shape they aren’t bad components but given how dirty the drivetrain is i’m dubious. It’s an old bike and mtb have changed a lot over the last 25 years.
The specialized looks like a 2021 Rockhopper 27.5. It’s got a decent Microshift/Shimano 2×8 drivetrain, a cheap XCE Suntour coil spring fork, and mechanical disc brakes.
Of the two here I’d go with the specialized assuming it is the right size for you, it should need less work.
