That was the fashion amongst several lightweight framebuilders in the seventies. Drilling holes in everything to reduce weight! Lots of snapped cranks back then.
Show us a picture of everything else and we could have a go at answering everything else.

Koga Miyata Pro featured that 6-holed BB in the early ‘80s. But had a stamped serial number stamped between the rows on the examples I’ve seen.
