My guess: it’s a somehow heavily modified Pugsley frame. At least the rear drop out is a Pugsley dropout and the rear wheel seems to be laced offset.

Bought this bike close to 10 years ago from a guy on facebook marketplace or craigslist, can’t remember. He said it was a Surly Moonlander. I was young and dumb back then so took guy for his word. He had also sandpapered a lot of frame to “give it an industrial look”. Took me a couple months to realize it was probably stolen (again, young and naive and dumb), so I called a couple local police offices and asked if anyone had reported a stolen bike that matched the description of this one. Never heard back, so maybe guy was honest about the look he gave it but I’m doubtful. So I gave it a quick rattle can job and rode it.
Anyway I’m trying to sell it now and want to figure out what it is. Only serial number I can find was at the bottom of the frame by the cranks, an “M” followed by seven numbers.
I’ve tried googling to compare frames, but nothing looks similar. Any help would be great. Thanks

I was going to say pugsley as well. But I’ve never seen one with that additional piece of tubing between the down tube and the head tube. Maybe I’m wrong.
