I don’t think it’s supposed to be a rack, but it looks like it mounts onto rack mounts (or maybe onto a rack). It’s probably for mounting the panniers if your bike is prepared for an aftermarket rack, but doesn’t have a rack.

I’ve never seen that particular set up, but they look like fork mounted pannier racks to me
If I’m right, I assume it’s fair to say your new panniers are relatively small. 10 liters or so?
I only really kinda know what ortlieb has on offer, so for reference, that sort of rack would be suitable for carrying a set of front rollers
Where as you’d want to put heavier, bulkier bags on the rear rack. That bulk could adversely affect steering if loaded on the front

Its a lowrider rack to fit on fork blades with dedicated fittings = small steeltubes inserted horizontally in the fork blades and brazed in. Typically found on high-end touring bikes of old.
