Quality assessment of these wheels?

Two wheel sets are available locally;

Pub Carbon rims laced to Novatec hubs

or

Velocity A23 rims laced to Miche hubs

I know Miche hubs are great, and the velocity rims are a bit dated, but well loved by r/FGB. The Pub wheels are attractive, due to the carbon; but they’re a relatively low-end carbon wheel.

Any input? These are both listed at a similar price point.
