Keep in mind the space you’ll need to accommodate your hands on the tops when purchasing. Made that mistake where the bag fit with no rubbing but then had to contend with my hands pressed against the bar bag on a ride. Some bag systems use a mount that extends out to give you that space.

I run “road runner bags”. I love it. Simple and carries everything I need.

Hard to tell without putting it on. I have the revelate sweetroll and have no problem in any position, I just can’t stuff it full or it would be too wide for the drops.

Top peak handlebar harness – gives you space for all hand positions, buffer to the frame so it doesn’t scratch, and detachable bag so you’re not fumbling around taking the whole attachment off every time you want something

You can if you use the foam spacers. They give you three for each side and with all three I can slip my hands down between the bars and the bag. You do lose a little real estate though

Depends if you are a particular type of person. The foam spacers allow you to use the tops but your hands will be touching the bag.
I use a traditional randonneur bag with a rack because I can’t stand touching any part of bag with my hands.
