They look like they’re probably press fit into the outer caps, so need a bit more force. But I’m just guessing.

Looking at the inner diameter of the outer caps Vs the bearings and black things, I would guess that the black things are spacers to prevent the outer caps from contacting the side walls of the bearings, which would cause resistance and wear.
The black rings are probably spacers to keep the outer red caps from compressing too much.
They may be shims for the screws. Do the screws fit snuggly in the bearings?
