I think V-brakes would work properly on this fork? Since the cable housing would span all the way from the lever to the brakes, this issue can not happen
If you want to keep these brakes you need a longer cable housing that ends on the lower part of the fork. Maybe on the horse shoe part. But the horse shoe seems too low and lacks an attachment.

In case anyone isn’t clear, suspension forks aren’t compatible with cantilever brakes. Riding it like this would be extremely scary because you would hit the brakes, the fork would compress, and the brakes would release. Oh good.
V-brakes would be the way to go.

cantilever brakes need a housing stop on the fork/headtube. google forks for cantilevers or a headtube compatible housing stop

You need a v brake
First off, you have a long pull brake lever paired with a canti (short pull), these are not intended to work together.
Second, your cable stop would to be on the fork brace in order to use a canti. If the fork brace is not intended for a cable stop , your only option is a v brake or a disc brake if you have disc mounts.
Pulling the cable as you have it set up is compressing this fork, this is the little bit of fork travel that would normally be part of the sag, when your body weight is on the bike
