Its my first bike and I'm buying a used bike and I wanted some help to see if is very used or in good condition to buy and what to check when checking the bike.
I know its hard to judge by a photo but if you could please help, I would be gratefull.

Do you want a folding bike? There are some drawbacks to such bikes. If it is the basic model it sells for 200 euro new. https://www.decathlon.pt/todos-os-desportos/ciclismo/bicicletas-dobraveis
The photos aren’t clear as you said, but first what are they asking and what is the price new, compare the two. I’m not sure what country you’re in, but in the UK these are about £250 new. Next when you go to see it look at the chain. Is it clean and well oiled or is it dirty and rusty? If they’ve not looked after that they’ve not looked after the rest of it. After that just make sure everything works as it should, and I was going to say it’s the right sizes for you but I think these are one size you adjust to fit.
Has some balance problems, if you haven’t use the foldable ones, don’t buy it before going for a ride.
