The newest it can be is 2008 as that is the year that CSC withdrew from sponsoring a UCI world tour team. The oldest could be ~2002, I think it is closer to the ’08 timeframe. Probably an R3.
Tires are flat might need new tubes and replacing the tires with something that are not gatorskins would be good. Might pay 400 if it is 10 speed. The bike probably needs a good service, maybe cables plus the tubes and tires already mentioned. That can run a few to several hundred.
