What it looks like to me is maybe scoring from a spoke wrench from the last time your wheel was trued? I don’t know of a tool that would do this, but it’s very well possible

Oxidation. Just add some lube.

They look like stains to me. Maybe made by water on a wet ride?
Did you try wiping them, or feeling them with your fingernail?
