
First time assembling a bike/trike, doing it for my girlfriend. The right wheel seems to rotate fine, but the left wheel is giving me issues. Attached in the video is showing how it's capable of rotating, but refuses to go rotate when pedaling. Any idea on how to fix would be greatly appreciated

Could you film the other side of the wheel? This side only has a bearing and does not transfer power. If the other side also only has a bearing, the wheel is probably not driven. Either for better cornering, or the previous owner stuck a regular front wheel on there, because the original was broken.
unless there is a differential in the axle, only one wheel is supposed to turn. if both wheels turned at the same time, at the same speed, you would struggle to make it turn
This is normal for a tricycle. If you look close the drive wheel is keyed to the axle, the other wheel rides on bearings.
They are designed like that. Everything is normal
